One of the challenges in implementing BPM is that many of the behaviours that it requires conflict with the prevailing rules of the organistion.

A common example is the need for managers to maximise the resource utilisation of their teams.  The problem arises because this approach assumes 100% utilisation is the ideal situation.

But it isn’t.  Improving local resource utilisation can reduce the performance of the overall project system, as the new paper explains.
